The District (SJVAPCD) recognizes that Valley attainment of the Federal standard is unattainable, even with "no driving," "no farming," and "no processing" days. The District has asked EPA to do their homework, including looking into the national truck standard. They've requested additional funding and incentive funding to retire and replace old trucks, tractors, etc. because companies cannot bankroll the costs of replacing these units.
MCCV has been heavily involved in this issue, attending all of the meetings to ensure the manufacturing industry is represented and protected as much as possible.
Particular matter (PM) is a mixture of solid particles and liquid droplets in the air. The size of PM is directly linked to potential health problems. EPA has set federal standards for PM10 (PM that is 10 microns or less in diameter) and PM2.5 (PM that is 2.5 microns or less in diameter).
