Why should I care about high school seniors and what is all this fuss about Careers in Manufacturing?

 

Careers in Manufacturing is a partnership program involving employers and educators designed to increase the number of young people considering and training for careers in manufacturing. This is accomplished through outreach programs promoting the industry and offering employment as well as providing incentives to motivate students to pursue additional education in technically skilled certificate and degree programs to fill current and projected  openings  in the manufacturing workforce.  Right-click here to download pictures. To participate in this program, you need only to be  willing to interview and consider for employment, an 18-year-old high school graduate who has taken a Work Keys Assessment (www.workkeys.org) . The Alliance WorkNet is coordinating the job posting and application process and several changes are being implemented this year to assist you in finding qualified entry level candidates.

 

 

 

Complementary  programs in the elementary and junior high level are designed to encourage youth to remain in school. Besides providing employers with vital information, the Work Keys assessments help schools identify gaps in education, develop targeted triage, and they also encourage students who can see that their education has relevance to the workplace.

MCCV/CLFP Presents Boiler Rule Compliance Alternative to Air District
Following up on their November comment letter (November letter), MCCV and CLFP have submitted a more detailed letter outlining the technical, logistical and economic issues associated with implementation of a one-size-fits-all 5 ppmv emissions limit on boilers >20 MMBtus/hour . The letter also includes a series of compliance options to help ensure that the district can meet its fast track goals for clean air compliance ahead of the regulatory commitments under the 8-Hour Ozone Plan and draft PM 2.5 Plan. The letter reiterates the committment of MCCV and CLFP members  to doing their part to continue to clean up the valley's air in a manner which is economically reasonable for the benefit of all valley residents.

Are You Prepared to Put Your Best Carbon Footprint Forward?
California's "Global Warming Solutions Act," know as AB 32, coupled with other national and international regulatory GHG measures, has the potential to directly and indirectly impact nearly every business and manufacturing company in the state as early as next year.  To provide information to its members and other interested businesses, the Manufacturers Council of the Central Valley partnered with California League of Food Processors, the Wine Institute and the Agricultural Council of California to sponsor a workshop entitled:  Climate Change and the Food Processing & Winery Industries:  How to Comply With the AB 32 Regs and Cope With the Coming Low-Carbon Business Environment. Is your forklift fleet ready for inspection?
Companies had until last November to complete their forklift fleet inventories and while the inventories do not need to be submitted, they do need to be available to ARB and district inspectors. You can learn more at the February 20 MCCV Meeting. As background, California, in working to attain federal ambient air quality standards for ozone has adopted tough new regulations for hydrocarbons and oxides of nitrogen as part of the State Implementation Plan which impact spark ignited off road engines of >25 brake horse power. Typical applications that use LSI engines include forklifts, specialty vehicles, airport service vehicles, large turf care equipment, portable generators, and a wide array of other agricultural, construction, and general industrial equipment. Valley air district seeks comments on draft policies
The San Joaquin Valley Air Pollution Control District is revising its policies relative to dormant boilers, process heaters, dryers, ovens and covered by Rule 4306 as well changes to the Title V electronic reporting.     Several changes have been made this year to help make this process easier for both employers and students and to ensure that the students local firms select for interviews have not already been hired! A new tracking system is in place to provide more reliable feedback and to help transition this into a year-round program.

This year the program is expanding and will include 13-15 high schools in Modesto, Ceres, Patterson, Turlock, Oakdale and possibly Denair.

Stumped on where to find information on federal regulations? Try www.RegInfo.gov, a United States Government website produced by the Office of Management and Budget (OMB) and the General Services Administration (GSA).  GSA's Regulatory Information Service Center (RISC) is responsible for gathering and publishing information on Federal regulations through the semiannual Unified Agenda of Federal Regulatory and Deregulatory Actions .

Some recent items of interest include: 

  • SPCC Plans-EPA  is considering various revisions and exclusions to the oil pollution prevention planning rules at 40 CFR 112. A final rule is targeted for October 2008.
  • NESHAP (industrial, commercial and institutional boilers)-The administration is developing emission standards for these area sources. These area source standards can require control levels that are equivalent to either maximum achievable control technology (MACT) or generally available control technology (GACT). A final rule is targeted for December 2007.
  • Potential to Emit-This rulemaking rule would revise the definition of the term "potential to emit" (PTE) used in numerous Clean Air Act regulations to determine the applicability of major source requirements. The revisions would affect the New Source Review, NESHAP, and Title V programs.  The regulatory amendments will address enforceability issues raised in court decisions by the D.C. Circuit regarding the types of limitations allowed to be used in a source's PTE calculations.
  • NSPS Boilers-EPA is granting reconsideration on the recently finalized boiler NSPS amendments. Issues under reconsideration include the appropriate averaging time for facilities using particulate matter continuous emission monitoring systems (PM CEMS) and appropriate parametric monitoring requirements for facilities without PM CEMS.
  • CPMS Performance Specs-EPA is considering changes to requirements for continuous parameter monitoring systems.

SWRB proposes NPDES uniform compliance schedule provisions
The State Water Board has identified a need for statewide uniform compliance schedule provisions and consistency in implementation of these provisions in the state's NPDES permit program. The State Water Board directed staff to develop a statewide policy that would meet this need and make better use of both stakeholder and Water Board resources by providing clear guidance on the appropriate use of compliance schedules in NPDES permits. A workshop is scheduled for Feb. 20, 2008. The State Water Board will hold a public hearing on March 18, 2008 to receive comment and to consider adopting a proposed statewide Policy for Compliance Schedules in NPDES Permits (proposed Policy).

  • CPUC receives input from industry on "big bold" resource efficiency initiative
    The California climate change initiative, uncertainty regarding energy price trends, and intense competition from foreign-based food processors will necessitate quantum improvements in energy/resource efficiency for California firms to remain competitive in the long term.     Hilmar SEP Sets up Web Site
    On March 16, 2006, the Central Valley Water Quality Control Board and the Hilmar Cheese Company entered into a settlement agreement regarding Administrative Civil Liability Complaint No. R5-2005-0501. This settlement  required Hilmar to fund a Supplementary Environmental Project (SEP).  The SEP is a study of the management of salinity in wastewater in the California food processing industry.     ARB Forwards Valley's 8-Hour Ozone Plan to EPA; calls for more work in valley
    ARB calls for more measures to meet Valley ozone standard sooner: ARB approved a staff report endorsing the effectiveness of the San Joaquin Air District's regulatory programs while at the same time making a number of recommendations aimed at reaching the federal ozone deadline by 2017.     SJV Air District Offers Incentive Grants for LSI's (like forklifts)!
    Are you retrofitting your large LSI off road engines such as forklifts to meet the new state requirements? You may be able to qualify for incentive funding for the second tier, but you need to take action now. The Air District has two different grant programs to help individuals, businesses and organizations improve Air Quality in the San Joaquin Valley.     SB-14 Reporting Time is Around the Corner
    It’s time to check to see if you are subject to SB-14 (the Hazardous Waste Source Reduction and Management Review Act of 1989) for which the coming deadline for compliance is September 1, 2007. While regulated facilities are required to complete certain SB 14 documents, facilities can take advantage of this effort to reduce pollution, streamline operations and save money. The goal of SB 14 is to reduce the generation of hazardous waste throughout a facility’s operations rather than at the "end of the pipe". This goal is accomplished by examining processes that generate waste at every stage in the process and identifying opportunities to reduce the amount of waste generation. For details, click here.

    District develops draft Environmental Justice Strategy
    The San Joaquin Valley Air Pollution Control District is currently working on a formal Environmental Justice Strategy and has scheduled a workshop for Friday, July 27.  The most recent draft of the document is available in English and Spanish.  For additional information on the draft please contact Jaime Holt at (559) 230-5850 or Maricela Velasquez at (559) 230-5849.

    Central Valley Board issues Management Guidance for Salinity in WDRS
    The Central Valley Regional Water Board has issued a guidance document for its staff regarding the application of salinity policy to WDR's and NPDES permits in order to reduce salinity in effluent waters.  It is recommended that most WDR holders to identify their sources of salt, develop salt control alternatives, and implement salinity control measures as soon as possible.     California Water Plan Update 2009 Sets Outreach Workshop in Stockton, August 13 -- DWR, in cooperation with other State agencies, is holding a regional public workshop to gather and share information about the California Water Plan Update 2009. The workshop will be held in Stockton on August 13, 2007 from 10:00 a.m. to 3:00 p.m., including a working lunch. The Natural Resources Institute and the School of Engineering and Computer Science, University of the Pacific will be hosting this workshop at the Stockton campus located at 3601 Pacific Avenue Stockton, California.     Regional board Approves Food Processing By Products Utilization resolution
    On Thursday, June 22, The Central Valley Regional Water Quality Control Board approved a resolution authorizing food processing by-product re-use  to continue in Stanislaus County under specified conditions while a study panel reviews literature. The purpose of the literature review is  to determine whether additional research is needed to address potential groundwater impacts from land application practices.     The San Joaquin Valley Air Pollution Control District has responded to an inquiry from the Citizens Advisory Group of Industries (which includes MCCV) about making district compliance policies available to stakeholders.
