April MCCV Meeting Highlights

A number of interesting issues and presentations filled out April’s MCCV Working Committee meeting. 

Presentations

The presentations included Carl Moyer funding opportunities (for a limited time until ARB adopts the new LSI regulation in May or June) and alternatives to Continuous Emissions Monitoring Systems (CEMS) for Subpart Db Boilers (gas fired, greater than 100 MMbtu) when utilizing SCR technology to meet the requirements of Rule 4306. Air Committee

The Air Committee also discussed the importance of reviewing the 8-hour Ozone Reasonably Available Control Technology State Implementation Plan (RACT SIP) Analysis currently underway by the San Joaquin Valley Unified Air Pollution Control District. This is foundational work for the 8-hour ozone plan and will impact industry for many years to come. For a copy of the document click here. Comments are due Thursday, May 18.

Environmental health and Safety

The Environmental Health and Safety Committee reported on progress toward holding hazardous material trainings and expect to have something finalized within the next few weeks. Water Committee

It was reported that resolution of the land application of food processing by-products through a negotiated tentative waiver is in the works—at least for those in Stanislaus County. There is more work to be done before the adoption of a region-wide waiver or general order and this would be the focus of a specially formed task force.

Regulatory highlights

Finally, the regulatory highlights distributed at the April Working Committees Meeting and the presentations which were given are also posted the MCCV website.

Draft Q&A on Ex Parte Communications issued

The State Water Board on Tuesday, April 18 released a draft Q&A on Ex Parte Communications. The draft ex parte document can be accessed at MCCV’s website or at: http://www.swrcb.ca.gov/water_laws/docs/exparte.pdf

May Meeting Cancelled

It was also decided to cancel the May Working Committees meeting and encourage members to attend the Clearing a Path to Cleaner Air event in Fresno. This free event will be held from 10 a.m. to 4 p.m. on Wednesday, May 17 and will provided excellent background information relative to the ozone and PM issues in the valley, particularly as we move forward with new standards.
