RE:        ETP Consortium/Curriculum Review


Over the past couple of months, the Manufacturers Council of the Central Valley’s Workforce Issues Committee has been working with the Stanislaus County Department of Employment and training to establish a consortium to administer a training program for maintenance mechanics using ETP funds. The Alliance would serve as the coordinator of ETP funds, rather than individual employers, relieving you of the administrative headaches associated with this program.

Although we were unable to secure adequate commitments for a hurried application, there remains interest in pulling together the program among MCCV member companies for a collective approach. Because we are not facing time constraints, our approach will be more thorough, with a training program more fully developed and with more opportunity to confirm participation and delineate employer responsibilities versus DET responsibilities. It does appear that even employers with current ETP contracts can participate provided the training is not duplicative.

At last week’s committee meeting, the group agreed to spend some time defining and refining a specific training program. Jeff Rowe, from DET, has worked with the Modesto Junior College Workforce Training Center to develop a draft training program for a maintenance mechanics program--as this was the priority job area cited in our survey earlier this year. The second area of training, which we intend to address at a later date, would be in the management/supervisory skills area. Attached to this e-mail is a copy of that outline.

YOUR HELP IS NEEDED
If this is something that might be of interest to your company, could you spend a few minutes reviewing the outline and providing comments as to what specifics areas need to be included? One suggested approach is to offer a core program of 130 hours and then 10 to 20 hours of more company specific electives. Beyond reviewing and commenting on the outline, please let us know what specific type of training could be included as an elective relative to your operation and the number of potential employees you would consider sending (this can be as few as one).

WE’RE OUTSIDE STANISLAUS COUNTY…WHY SHOULD WE CARE?
Even if you’re located outside of Stanislaus County, your participation is encouraged. The ETP Program is available to employers in all areas of the state, although obviously distance will be a consideration.
